Running a recent network test for Azure Cloud Compute across Australia and Japan. For this test, both the highest and lowest mean latency is in Australia. The highest mean latency is in australia-southeast at 232 ms.

The lowest mean latency is in australia-central2 at 49.83 ms.

Lowest Mean Result

It should be noted that latency can be affected by outside influences such as distance between yourself and the provider’s location and propagation delay. It is generally expected that the closer you are to a provider’s location the lower the latency you could expect.
