Running a recent network test for Azure Cloud Storage across several regions in Americas, EMEA and APAC. Latency and downlinks are reasonably consistent across the regions, however there is some variance. For this test, the mean latency in canada-east is the highest in the 10th percentile at 786.5 ms.

While in australia-central and australia-east it’s the lowest at 28.5 ms.

It should be noted that latency can be affected by outside influences such as distance between yourself and the provider’s location and propagation delay. It is generally expected that the closer you are to a provider’s location the lower the latency you could expect.
You can run this same test in CloudHarmony using this link.
